ORAL ARGUMENT ON JUNE 5, 2009, BEFORE JUSTICES ROVNER, MANION, AND TINDER OF THE 7TH CIRCUIT COURT OF APPEALS IN PARRA, et al. v. NEAL, et al., 09-1404: Attorney Mondragón argued that ballots lawfully cast during the early-voting period for Ambrosio Medrano, a candidate to the Office of Alderman of Chicago's 25th Ward in the 2007 Municipal General Election, should have been counted in the final tally because they were cast before the Illinois Supreme Court knocked Ambrosio Medrano off of the ballot at the 11th-hour and because they would have forced the incumbent into a runoff election.
